How do I find BPI members to connect with?

I'm new to BPI and I'd like to find people to add as connections. How do I do this? (No recommendations are showing for me, and I don't want to rely on that feature, anyway -- I want to be able to browse and find members based on filtering criteria I specify, such as location, for example.)
